Licensing Hours Extensions Bill reaches Committee Stage

The Licensing Hours Extensions Bill, a Private Members’ Bill introduced in the House of Commons, has advanced to the Committee stage. This stage allows MPs to scrutinize the Bill line by line, propose amendments, and debate its practical implications before it can move further toward becoming law.

What the Bill Seeks to Achieve

  • Amendment to the Licensing Act 2003: The Bill proposes changes so that licensing hours orders—currently requiring affirmative resolution—can instead be made by negative resolution statutory instrument.
  • Simplification of the process: This adjustment would allow ministers to extend licensing hours for national events or special occasions more swiftly, without requiring a full parliamentary debate unless objections are raised.
  • Flexibility for celebrations: The measure is designed to ensure that pubs, bars, and licensed venues can adapt quickly to national moments of celebration, such as royal events, major sporting victories, or cultural milestones.

 

The Bill is sponsored by Andrew Ranger, Labour MP for Wrexham, and supported in the House of Lords by Lord Watson of Wyre Forest, a Labour life peer. Their backing reflects cross-party recognition of the importance of balancing regulatory oversight with the practical needs of the hospitality sector.
