Regulator suspends licences over self-exclusion failures in adult gaming centres

The Gambling Commission has taken “decisive” enforcement action against several adult gaming centre (AGC) operators who failed to meet mandatory self-exclusion requirements.

 

In its November e-bulletin, the Commission issued a formal reminder to all AGC licensees about their obligations.

 

Since then, multiple operators were found not to be participating in a recognised multi-operator self-exclusion scheme. In six cases, this resulted in the immediate suspension of operating licences. While some have since been reinstated after taking corrective steps, all remain under investigation and may face further regulatory action.

 

“These are not optional requirements — they are fundamental licence conditions,” the Commission stated. “Failing to have robust and effective self-exclusion systems in place is unacceptable.”

 

Under Licence Condition 15.1.1, operators must:

 

– Join a relevant multi-operator self-exclusion scheme
– Prevent self-excluded individuals from gambling at any of their premises
– Train staff to manage self-exclusion and refer individuals to support services
– Report any compliance issues to the Commission immediately

 

The regulator warned that misleading the Commission about compliance status could result in a review of an operator’s suitability to hold a licence. Enforcement measures may include suspension, revocation, and financial penalties.

 

“We will continue to monitor and test compliance rigorously,” the statement concluded. “Operators who fall short of our expectations can expect prompt and robust enforcement action.”
