Welsh Government confirms greyhound racing ban implementation is on track as first report sets out transition plan

The Welsh Government has confirmed that work to implement the Prohibition of Greyhound Racing (Wales) Act 2026 is progressing as planned, following publication of the Greyhound Racing Ban Implementation Group’s first report.

The Act, which received Royal Assent in April 2026, requires the ban to be commenced between April 2027 and April 2030, allowing time for an orderly wind‑down of racing activity, strengthened rehoming arrangements, and preparation by enforcement bodies. The Implementation Group—established in July 2025 and comprising representatives from the racing industry, animal welfare organisations, local government and veterinary experts—has been tasked with advising on how the ban should be delivered in practice.

Key developments from the first report

• Clear focus on implementation planning: The Group has agreed to prioritise development of a clear and deliverable implementation plan to support the transition to a full ban.

• Progress recognised: The report highlights significant progress to date, including early work on enforcement readiness, rehoming capacity, and industry wind‑down considerations.

• Stakeholder engagement: The Group continues to meet regularly, with discussions covering financial implications for Valley Greyhound Stadium, rehoming arrangements, and future use of the site.

The Welsh Government says the transition period is essential to ensure the ban is implemented safely and effectively, with animal welfare at the centre of decision‑making. Ministers thanked the Group for its “commitment, expertise and constructive engagement” and confirmed they are prepared to make further statements to Members when the Senedd returns.
