MP seeks clarity on impact of local government reorganisation review on devolution timetable
A Conservative MP has sought clarification from ministers over whether the Government’s review of local government restructuring could affect the timetable for new devolution arrangements planned across England.
In a written parliamentary question, Kevin Hollinrake, MP for Thirsk and Malton, asked the Government whether the review of local government restructuring announced in September would impact plans to establish new combined authorities and county combined authorities in 2027 and 2028.
The question highlights continuing interest in the relationship between local government reorganisation and the Government’s wider devolution agenda, with councils and local leaders seeking certainty over future governance arrangements, powers and implementation timescales.
For licensing authorities, the progress of local government reorganisation and devolution proposals remains a key strategic issue. Structural changes to councils have the potential to influence how licensing services are delivered and governed in future, while devolution arrangements may introduce new opportunities and challenges for local decision-making.
To help licensing professionals stay informed, the Institute of Licensing maintains a dedicated Local Government Reorganisation (LGR) & Devolution Hub, bringing together the latest updates, guidance and resources on developments across England.
The topic will also feature prominently at the Institute of Licensing National Licensing Training Conference 2026. Delegates will be able to attend a dedicated session examining the implications of local government reorganisation and devolution for licensing authorities, providing insights into one of the most significant areas of change currently facing the sector.
With reorganisation and devolution continuing to reshape the local government landscape, licensing practitioners are encouraged to keep abreast of developments through the IoL’s LGR & Devolution Hub and to secure their place at the National Licensing Training Conference to hear directly from experts and leaders involved in the process.
