Plans to simplify local leadership structures announced
The UK Government has announced plans to overhaul local council governance structures in England, aiming to simplify decision-making and improve accountability. Minister of State for Local Government and English Devolution, Jim McMahon, outlined the proposed changes in Parliament, which include abolishing the committee system and mandating the leader and cabinet model for all councils.
Currently, councils operate under one of three governance models: committee system, leader and cabinet, or directly elected mayor. The committee system has been criticized for being inefficient and confusing. The proposed legislation will require councils using this model to transition to the leader and cabinet structure, already used by most councils.
The government will retain 13 existing directly elected council mayors but will not allow the creation of new ones. Future reorganized councils will also adopt the leader and cabinet model, ensuring consistency across local governance.
To prevent unnecessary administrative costs, regulations will be introduced to pause governance changes while Parliament considers the legislation. This includes delaying inaugural mayoral elections, such as the one in Plymouth, from May 2026 to May 2027.
McMahon emphasized that these reforms will empower local leaders, enhance public service delivery, and ensure taxpayer money is used efficiently. The changes are part of a broader strategy to devolve power from Whitehall to local communities.
