Mandatory CCTV in taxis could be introduced under new devolution bill

Mandatory CCTV in taxis and private hire vehicles could become a national requirement under the English Devolution and Community Empowerment Bill, according to a recent written parliamentary answer.

The update followed a question from Conservative MP Joe Robertson, who asked the Department for Transport whether ministers intend to mandate CCTV across the licensed taxi and private hire sector. Transport minister Lilian Greenwood confirmed that the Bill includes a new power allowing the Secretary of State to set national minimum licensing standards for taxis and private hire vehicles.

She noted that the House of Commons has already approved the measure and that the legislation is now being scrutinised in the House of Lords. If Parliament grants the power, she said, mandatory CCTV “will be considered as part of that process.”

The proposal would mark a significant shift from the current patchwork of local licensing rules. Supporters argue that CCTV improves safety for passengers and drivers, assists investigations, and deters crime. Opponents often raise concerns about privacy, data protection, and the financial burden on drivers.

The government has not indicated when any CCTV requirement might be drafted or implemented, emphasising that the decision depends on the Bill’s progress through Parliament.
