Government confirms draft taxi and PHV reform Bill will be brought forward during this parliamentary session

The Government has confirmed that the draft Taxi and Private Hire Vehicle (PHV) Reform Bill announced in the King’s Speech will be brought forward during the current parliamentary session.

In a Written Parliamentary Answer published on 9 June 2026, Local Transport Minister Lilian Greenwood MP stated:

“Ministers and officials are engaging with the sector and other stakeholders to consider the reforms necessary to modernise taxi and private hire vehicle legislation to make everyday journeys safer, fairer and easier; strengthening public safety, removing barriers for disabled passengers, and reflecting how people travel today. A draft Bill for parliamentary scrutiny will be brought forward during this parliamentary session.”

The response was provided to a question tabled by Hannah Spencer MP regarding the timetable for the proposed reforms.

The King’s Speech announced that the Government would publish a draft Taxi and PHV Reform Bill for pre-legislative scrutiny. At that stage, no indication was given as to when the draft legislation would be introduced. The subsequent Written Answer provides confirmation that the Government intends to bring forward the draft Bill before the end of the current parliamentary session.

The Government has previously stated that the purpose of the reforms is to modernise the legislative framework governing taxis and private hire vehicles. According to ministerial statements, the proposed changes are intended to strengthen public safety, improve accessibility for disabled passengers and ensure that legislation reflects current patterns of travel and service provision.

Further detail on the contents of the draft Bill has not yet been published. However, recent Government announcements and consultations have identified a number of issues under consideration, including licensing arrangements, enforcement powers, information sharing and the regulation of cross-border working.
