Downing Street signals opposition to council plans restricting standing in pubs

Downing Street has intervened in the growing debate over Westminster Council’s proposal to discourage standing and ordering at the bar in pubs across Soho and the West End, signalling that ministers do not support local authorities introducing blanket restrictions on “vertical drinking”.

The council’s draft licensing policy – reported earlier this week by the Institute of Licensing – proposes shifting pubs towards fixed seating and table service, arguing that limiting crowds outside venues would help manage public space and reduce alcohol‑related disorder. It also indicates that new licence applications in the West End Cumulative Impact Zone would “normally” be refused unless operators demonstrate reduced capacity and enhanced seating.

The plans have already drawn criticism from industry figures and political leaders. London mayor Sadiq Khan described the proposals as “restrictive and anti‑growth”, warning that they risk undermining hospitality businesses in one of the UK’s busiest nightlife districts. Licensing experts, including IoL Patron Philip Kolvin KC, have also raised concerns that curbing vertical drinking would alter the traditional character of pubs and restrict social interaction.

Downing Street has now added its voice, with a spokesperson stating that ministers “do not believe councils should be stopping people from standing in pubs”, emphasising that pubs are an important part of the country’s social fabric. The government said it expects local authorities to take a balanced approach to licensing and avoid measures that could unnecessarily constrain hospitality venues.

The intervention comes as Westminster’s consultation continues, with residents, businesses and visitors invited to submit views on the draft policy. The IoL’s earlier report highlighted the potential implications for operators in Soho and the wider West End, where licensing conditions are already tightly managed.
