Consolidated fund to receive future regulatory settlement money
The Gambling Commission has confirmed that funds from future regulatory settlements will be directed to the government’s Consolidated Fund following a consultation earlier this year.
The consultation, launched in February, sought views on where settlement money should be allocated in light of the Government’s new statutory levy for gambling regulation. After reviewing responses, the Commission said that directing funds to the Consolidated Fund – which receives taxation and other government income – would ensure consistency with the levy’s commissioning structures.
The regulator noted that the approach avoids creating a dual funding system or duplicating work already financed through the statutory levy.
The decision is reflected in an update to section 2.39 of the Statement of Principles for Determining Financial Penalties, which sets out how future regulatory settlement money will be handled.
The update was published on 22 July 2026.
