London pedicab rules updated as TfL gains greater flexibility over insurance and enforcement

The Government has introduced the Pedicabs (London) (Amendment) Regulations 2026, making a series of refinements to Transport for London’s new licensing regime for pedicabs ahead of its full implementation.

The amending regulations update several pieces of secondary legislation governing pedicab drivers, vehicles, operators and fares in London. The changes are intended to improve the operation of the new regulatory framework established under the Pedicabs (London) Act 2024.

Among the most significant amendments is a change to insurance requirements. Rather than prescribing fixed minimum levels of indemnity in legislation, the regulations give Transport for London (TfL) the ability to specify the insurance requirements that licence holders must meet. Supporters argue this will allow insurance standards to be updated more easily as the market develops.

The regulations also strengthen record-keeping obligations for operators by requiring booking details to be recorded before a journey begins. The change is designed to improve accountability and assist regulatory enforcement.

Further amendments expand TfL’s ability to share information supplied by licence applicants with organisations including the police and fire services where relevant to safety and enforcement functions. The changes are expected to support closer collaboration between regulators and enforcement agencies on issues such as vehicle safety and compliance.

In addition, drivers will be required to carry evidence of vehicle insurance, while some provisions relating to licensing and fares have been postponed to allow additional time for implementation of the new regime.
