Local authorities are being encouraged to rapidly approve outdoor gatherings and public screenings during this summer’s FIFA World Cup, as the Government seeks to support community celebrations and boost trade for pubs and hospitality venues.
According to The Independent, ministers have urged councils across England to adopt a pragmatic approach to temporary event applications linked to the tournament, including requests for outdoor screenings and extended opening hours.
Communities Secretary Steve Reed is expected to write to local leaders urging them not to act as the “fun police” by obstructing sensible plans that would allow fans to watch matches together in beer gardens and other outdoor spaces.
Under separate measures announced by the Government, pubs in England and Wales will be permitted to remain open until 2am if any of the home nations progress to the knockout stages of the men’s World Cup. Councils have also been asked to process temporary event notices swiftly to accommodate later opening hours and special events tied to the competition.
While local authorities will retain the final decision-making power over licensing applications, ministers have indicated that councils that unnecessarily block proposals could face scrutiny from central government.
The Government is also proposing changes aimed at reducing bureaucracy for hospitality businesses. These include extending the current maximum two-year period for pavement licences, allowing pubs, bars and restaurants greater flexibility to provide outdoor seating, “pavement pints” and al-fresco dining.
Prime Minister Sir Keir Starmer said excessive red tape should not prevent supporters from enjoying the tournament or pubs from benefiting from increased trade during the competition.
The Ministry of Housing, Communities and Local Government said further details on reforms to pavement licensing, including the proposed maximum term and any legislative changes, will be announced in due course. Ministers are also expected to consult on introducing a minimum duration for such licences.
Responding to the proposals, a spokesperson for the Local Government Association said councils support communities coming together to enjoy the World Cup and would continue to make licensing decisions based on local conditions and community needs.
