IoL saddened to announce the passing of David Daycock

It is with great sadness and a feeling of disbelief that we announce that David Daycock passed away on Sunday (19 October) afternoon, after a short illness.

Dave was known to many members of the Institute, having been involved since the beginning of the original Local Government Licensing Forum in 1996. He was the first Chair of the Welsh Region, and in the early, fledgling days of the LGLF he encouraged a lot of local government officers of all professions to get involved. He continued to serve as Chair for many years, and Chaired the Millenium National Training Conference in Swansea. He was a great friend to the Institute, as a speaker on many occasions and at many events.

David qualified as a Barrister in 1987, then transferred to a Solicitor in 1992. He worked for the City and County of Swansea, both before and after Welsh Local Government Reorganisation. He ended his local government career as Head of Legal Services and Monitoring Officer for Swansea City and County Council. After that, he rejoined the Bar in 2011 and practised from Iscoed Chambers in Swansea. He was also a law lecturer at Swansea University for many years.

Dave was always a larger than life character: he possessed an exceptional legal brain, whilst always remaining personable and approachable. Many Members will have exchanged ideas and thoughts with him over the years, and benefited from his knowledge and ideas. In addition, a lot of you will have read and enjoyed his book “Gone for a Burton”.
