Overview of the Act

The Terrorism (Protection of Premises) Act 2025 is intended to improve protective security and organisational preparedness across the UK. The Act requires those responsible for certain premises to take steps to reduce the risk of physical harm to individuals at the premises, in the event of an attack occurring. In addition to this, certain larger premises and events must also take steps to reduce the vulnerability of the premises to terrorist attacks. It establishes a tiered approach linked to the activity that takes place at premises or an event and the number of individuals it is reasonable to expect may be present on the premises at the same time.
 

The Act also makes amendments to the Licensing Act 2003 and the Licensing (Scotland) Act 2005 to protect premises plans from being used for the purposes of terrorism.
