TfL consulting on Pedicab regulations

Transport for London is consulting on drafting regulations for pedicabs in London.

  • Licensing and Registration: All pedicabs will need to be licensed and registered with TfL. This will help authorities keep track of the number of pedicabs operating in the city and ensure that they meet safety standards.

  • Safety Standards: Pedicabs will be required to meet specific safety standards, including having seat belts for passengers, proper lighting, and regular maintenance checks. This is to ensure the safety of both passengers and drivers.

  • Driver Training: Pedicab drivers will need to undergo training to ensure they are knowledgeable about road safety and regulations. This will help reduce accidents and improve the overall safety of pedicab operations.

  • Insurance: All pedicabs will need to have appropriate insurance coverage. This is to protect passengers and other road users in case of accidents.

  • Fare Regulation: TfL is considering implementing fare regulations to ensure that passengers are not overcharged. This will help create a fair and transparent pricing system for pedicab services.

  • Environmental Impact: The consultation will also look at the environmental impact of pedicabs and explore ways to make them more eco-friendly. This could include promoting the use of electric pedicabs or other sustainable practices.

  • Public Feedback: TfL is seeking feedback from the public, pedicab operators, and other stakeholders on the proposed regulations. This feedback will be used to refine and improve the final regulations.

On its website, TFL said:

“The Pedicabs (London) Act 2024(External link) grants us, TfL, powers to regulate pedicabs in public places in London.

“One of the main aims for regulating pedicabs in London is to make them as safe as possible, including ensuring that they are driven, maintained and operated in a safe and professional way.

“Image of a pedicab We are proposing that the regulations and licensing regime requirements for pedicabs would be similar to those that apply to taxis and private hire vehicles (PHV) but tailored to the unique nature of the pedicab and the market they operate in.

“We recognise the importance of ensuring regulations are set at the correct level to enable pedicabs to be able to operate and offer a safe, professional and reliable service to passengers. It is also important that we consider the broader issues that have been raised with us such as addressing issues of fares charged to passengers and anti-social behaviour caused by loud music, parking and congestion.

“This consultation is about pedicabs which are made available with a driver for carrying passengers for payment, including cargo bikes that can or are used to transport passengers. It does not cover vehicles used to carry freight or other non-passenger carrying services, nor does it relate to people that use pedicabs for personal use only.”

The consultation is open until 7 March 2025.
