Reindeer (Licensing for Exhibition) Bill introduced in the House of Commons
A new private Member’s Bill aimed at clarifying the licensing status of domesticated reindeer has been formally introduced in the House of Commons.
The Reindeer (Licensing for Exhibition) Bill was presented on 10 December 2025 by Sarah Dyke MP under Standing Order No. 57. The Bill’s First Reading marks the beginning of its parliamentary journey, with the Second Reading scheduled for 16 January 2026.
The proposed legislation seeks to amend aspects of the Zoo Licensing Act 1981 by stipulating that domesticated reindeer are not to be treated as wild animals for the purposes of that Act. It would also make further provision on the licensing regime for the keeping or training of reindeer for exhibition, and establish related provisions connected to the exhibition of these animals.
Supporters of the Bill argue that the change will provide clarity for seasonal and year-round exhibitors who use domesticated reindeer in public displays, festive events, and educational contexts, reducing the regulatory burden where animal welfare and safety risks are already appropriately managed under existing regimes. Critics, while not yet formally recorded in debate, may raise concerns about ensuring that welfare protections are not weakened by reclassifying animals for licensing purposes.
