Martyn’s Law Implementation Update

Martyn’s Law is progressing toward implementation, with the Home Office and the Security Industry Authority (SIA) releasing further detail on regulatory preparation and new materials to help organisations understand their future duties. The SIA has confirmed that its Section 12 guidance, which will outline how it will exercise its statutory functions under the Terrorism (Protection of Premises) Act 2025, is nearing publication for consultation. This guidance will set expectations for notification, inspection, compliance activity and the regulator’s approach to supporting duty holders.

The Home Office has also published additional material to support early understanding of scope and proportionality. Three new ProtectUK products were released today:

  • Infographic on premises scope — summarises which premises fall within the standard or enhanced tiers, including occupancy thresholds and exclusions.
  • Infographic on events scope — sets out when an event meets the enhanced tier criteria, including public accessibility and the requirement for 800 or more people to be expected at the same time.
  • Top tips document — provides practical preparatory steps for organisations, such as reviewing existing security procedures, identifying responsible persons and making use of free counter‑terrorism training.

These sit alongside the Home Office’s existing one‑page leaflet, animation and myth‑buster, which remain available for wider circulation.

The government’s update on Building Martyn’s Law Regulation Together confirms that implementation work continues across departments and agencies, with an emphasis on proportionate regulation and clear guidance for operators. The Act remains in its implementation period, during which organisations are encouraged to familiarise themselves with scope, begin reviewing their arrangements and monitor forthcoming consultations.
