London nightlife taskforce sets out wide‑ranging reforms to support night-time economy
London’s Nightlife Taskforce has published a package of 23 recommendations aimed at protecting and revitalising the capital’s night-time economy, following a year-long review of the pressures facing venues, workers and businesses. The independent body, established by Mayor Sadiq Khan in 2025, examined financial, regulatory and cultural challenges affecting activity between 6pm and 6am and concluded that significant structural changes are needed to secure the sector’s future.
The Taskforce proposes the creation of a new Nightlife Commission to act as a unified industry voice and to monitor progress on the recommendations. It also calls for a Night-Time Business Cost Relief Scheme, reduced VAT rates for nightlife, and a redefinition of business rates to reflect the economic and cultural value of night-time activity. According to the report, many operators are struggling financially, with rising costs and regulatory burdens contributing to closures.
Licensing reform forms a major part of the proposals. The Taskforce argues that existing frameworks have become a barrier to growth and should be updated to recognise the sector’s wider social and cultural contribution. It urges the Mayor to support moves toward a single London-wide licensing standard, including the removal of Cumulative Impact Assessments and core hours policies for nightlife spaces, and the development of a London Licensing Operating Standard.
The report emphasises that the recommendations are not a “magic bullet” but represent a necessary step toward stabilising and growing London’s nightlife. The Taskforce notes that implementation will require sustained collaboration between the Greater London Authority, local authorities, businesses and communities.
