IoL launches new Local Government Reorganisation (LGR) & Devolution Hub
The Institute of Licensing (IoL) has launched a new Local Government Reorganisation (LGR) & Devolution Hub, designed to become a central resource for licensing professionals navigating LGR and devolution in England.
As councils across England prepare for significant structural and governance changes, the IoL is developing a comprehensive suite of guidance to support members through every stage of transition. Early content already outlines the major themes the guidance will cover — from understanding the fundamentals of LGR and devolution, to preparing ICT systems and policies, managing Vesting Day expectations, supporting staff, aligning licensing functions, and ensuring safe, legal continuity of services. It also explores the strategic role of licensing within wider regulatory services, Member engagement, fees and charges, enforcement, and communications with stakeholders.
This guidance is in active development, and the IoL is inviting members to shape what comes next. Members are encouraged to share what additional topics, tools or support they would find most valuable via the dedicated discussion thread “What do you need from the IoL on LGR & Devolution?”

The IoL emphasises that both the hub and the accompanying guidance will remain “live” resources, continually updated to reflect the fast‑moving LGR and devolution landscape — particularly over the coming months as new structures take shape, but also well beyond as councils embed long‑term change.
