Government to legislate on taxi licensing following national audit on child exploitation
The UK Government has confirmed it will introduce legislation to address concerns raised in the National Audit on Group-Based Child Sexual Exploitation and Abuse, with a particular focus on the inconsistent standards of taxi and private hire vehicle (PHV) licensing across England.
In a written parliamentary response on 3 November 2025, Transport Minister Lilian Greenwood stated that the Department for Transport is reviewing options to strengthen licensing frameworks and improve safeguarding. The government is considering national standards, enforcement mechanisms, and potential restrictions on out-of-area working to ensure that all drivers meet consistent safety requirements, regardless of where they operate.
One proposal under review is to make local transport authorities responsible for all taxi and PHV licensing in their areas, replacing the current fragmented system. However, Greenwood stressed that any changes must avoid reducing access to safe, vetted transport, which could inadvertently push passengers toward illegal or unlicensed alternatives.
All licensing authorities in England are already required to carry out enhanced Disclosure and Barring Service (DBS) checks, including checks against the children’s and adults’ barred lists. The Department is also reviewing compliance with statutory guidance and considering how to hold authorities accountable if they fail to implement safeguarding measures.
The move follows the June 2025 National Audit, which highlighted the role of transport services in enabling exploitation and called for stronger oversight. A public consultation on licensing reform is expected soon.
