Government strategy highlights role of taxis and PHVs in integrated transport

The government’s new Better Connected: a strategy for integrated transport sets out a vision for more joined‑up local transport networks, with taxis and private hire vehicles (PHVs) recognised as an essential part of the system. The strategy positions the sector as a key contributor to first‑ and last‑mile connectivity, night‑time travel and transport provision in rural and suburban areas.

Passenger safety is identified as a core priority, with the document noting that people must feel confident using taxis and PHVs, particularly at night. The strategy also emphasises accessibility across all transport modes, with expectations that providers support more inclusive travel environments.

Although the strategy calls for stronger local leadership and better integration across transport modes, it does not propose changes to taxi or PHV licensing law. Licensing, enforcement and standards remain the responsibility of local authorities, and no new national powers, minimum standards or data‑sharing requirements are introduced.

Digital tools and better transport data are encouraged to support multimodal journey planning, with taxis and PHVs included in the wider push for integrated, user‑friendly transport networks.
