Government sets out details of new automated passenger services permitting scheme

The Government has confirmed how its new permitting scheme for automated passenger services (APS) will operate, following the publication of its official response to last year’s consultation.

The scheme, created under the Automated Vehicles Act 2024, will regulate passenger‑carrying self‑driving services on public roads. Transport Minister Simon Lightwood MP said the framework is designed to ensure services are introduced “safely, responsibly and with strong public confidence”.

The Government has now laid the Automated Vehicles (Permits for Automated Passenger Services) Regulations 2026 before Parliament, paving the way for the scheme to launch this spring.

Key updates include expanded data‑sharing provisions, allowing emergency responders access to certain non‑safety‑related information to help them interact effectively with automated vehicles during incidents. Ministers said safety remains the central priority, with operators required to meet strict standards before receiving a permit and subject to ongoing oversight once services begin.

The Government also emphasised the potential for automated services to improve accessibility. A new APS Accessibility Advisory Panel will be established to support inclusive design and guide future best practice.

Officials said the permitting scheme will give industry the regulatory certainty needed to invest in self‑driving passenger services, supporting innovation and economic growth. A copy of the ministerial statement has been placed in the Libraries of both Houses and published on GOV.UK.
