Government publishes major events evaluation frameworks
Government has published a new suite of major events evaluation frameworks, providing a consolidated set of tools, guidance and research resources to help organisers, local authorities and central government departments assess the impact and legacy of major cultural, sporting and business events.
The guidance, released by the Department for Culture, Media and Sport (DCMS) on 26 May 2026, brings together a wide range of evaluation materials, including HM Treasury’s Green Book and Magenta Book, DCMS’s Monitoring and Evaluation Strategy 2026–2031, and specialist toolkits covering culture, heritage and major events.
The publication aims to strengthen the consistency and quality of evaluation across the sector by giving practitioners access to established methodologies, case studies and best‑practice approaches. It also supports those commissioning evaluations by clarifying expectations around evidence standards, legacy assessment and value-for-money analysis.
A central component of the frameworks is the updated Magenta Book, published earlier in May 2026, which represents the most significant shift in government evaluation standards since 2020. The revised guidance places greater emphasis on real‑time learning, transparency, and the responsible use of AI in evaluation, alongside expanded sections on value for money, test‑and‑learn approaches, and place‑based evaluation.
Other resources highlighted within the frameworks include:
- Culture and Heritage Capital portal, which supports the valuation of cultural and heritage assets in appraisals and evaluations.
- Measuring the Legacy and Impact of Major Events: A Toolkit, offering suggested approaches and experimental methodologies for assessing long‑term event outcomes.
- The Gold Framework and UK Sport’s Major Events Investment Guide, which outline UK‑level support for bidding and staging major sporting events.
DCMS says the frameworks are intended to help embed a more rigorous, evidence‑driven culture across the events sector, ensuring that public investment in major events delivers clear social, cultural and economic benefits.
