Government issues new LGR letters for Nottinghamshire, Nottingham and Thurrock

The Government has published two further letters marking the next steps in England’s ongoing local government reorganisation (LGR) programme, providing clarity on implementation arrangements in Nottinghamshire and Nottingham, and on the role of commissioners in Thurrock. Both letters were issued on 28 July 2026 and published on 29 July 2026.

The implementation letter to Nottinghamshire and Nottingham confirms that officials from the Ministry of Housing, Communities and Local Government (MHCLG) will now take forward the secondary legislation required to implement the selected reorganisation proposal for the area. The correspondence outlines the legislative pathway and the expectations placed on councils as they prepare for transition.

Separately, MHCLG has written to the commissioners at Thurrock Council to set out their role in the next stage of reorganisation affecting Essex, Southend-on-Sea and Thurrock. The letter provides clarity on responsibilities, engagement expectations and the commissioners’ part in supporting orderly progress towards a new governance structure.

These letters form part of the wider national programme to streamline local authority structures, reduce duplication and strengthen local leadership through unitary arrangements.
