Government highlights importance of efficient taxi and PHV licensing across England

The Department for Transport has responded to parliamentary questions regarding the variation in processing times for private hire vehicle (PHV) licence applications across local authorities in England, and the potential impact of delays on applicants and the wider sector.

Richard Holden, Shadow Secretary of State for Transport, raised concerns about inconsistencies in the time taken by licensing authorities to accept or reject PHV applications. He also asked what assessment had been made of the consequences when authorities take extended periods to reach decisions.

In response, Simon Lightwood, Parliamentary Under-Secretary at the Department for Transport, reiterated the department’s position that all licensing authorities should aim to deliver their statutory functions efficiently. He pointed to the department’s best practice guidance, which encourages authorities to streamline their processes to support both existing drivers and new entrants to the trade.

Lightwood emphasised that an efficient licensing system benefits the sector by improving access for prospective drivers and enhancing service availability for passengers. While no specific assessment of delays was cited, the response underlined the importance of timely decision-making in maintaining a responsive and competitive transport service.
