First liquor licensing code of practice to be approved by Department for Communities
The Department for Communities has announced its intention to approve the first-ever liquor licensing code of practice for Northern Ireland, marking a significant milestone in the regulation of alcohol sales and promotion. Enabled by powers granted under the Licensing and Registration of Clubs (Amendment) Act (Northern Ireland) 2021, this move allows the Department to formally endorse a code developed by industry stakeholders.
The code, set to take effect on 1 January 2026, has been produced by the Responsible Retailing Code Joint Industry Working Group, representing Hospitality Ulster, NI Federation of Clubs, NI Hotels Federation, NI Retail Consortium and Retail NI. It outlines best practice and minimum standards for licence holders and registered club officials in relation to the display, sale, supply and promotion of alcoholic drinks on both on-sales and off-sales premises.
The Department has published the code in advance to allow licence holders and applicants time to familiarise themselves with its contents. From January 2026, courts will require evidence that applicants for new licences or club registrations understand their responsibilities under the code. For renewal applications, compliance with the code will be a key consideration.
This preparatory period is intended to support the sector in aligning with the new standards and ensuring responsible retailing practices are embedded across licensed venues. The code is expected to strengthen public confidence in the regulation of alcohol and promote consistency across the leisure, food and drink industry.
