Overview

An exciting opportunity has arisen to join our busy Licensing Service in a lead strategic technical role. The work is diverse and challenging and will allow you to use your professional expertise and skills with a high degree of autonomy. From building relationships with key partners, elected members and stakeholders to the development of core licensing strategy and policy for the Council, this is a varied and rewarding role, where you’ll see the impact of your work in front of you. 

About the role

As a Principal Licensing Officer, you will work as one of the Council’s principal technical experts on all statutory licensing matters including premises licensing, taxi licensing, animal licensing and gambling, and advise elected members, managers and colleagues on the strategic impact of Government legislation in these areas. You will be a key member of the Licensing Service management team but, without any line management responsibilities, will have the rare opportunity to be able to focus your skills and expertise on legal and technical licensing matters.

You will liaise with partner agencies and organisations across Buckinghamshire on a wide range of licensing matters, working with a large degree of autonomy and using high-level negotiation skills to deliver positive strategic outcomes for our communities and the local economy.

You will work alongside team managers to establish overall performance standards for the Service and provide proper monitoring of objectives and standards as necessary to improve service delivery. This will include coaching and mentoring other team members and supporting them with complex technical issues and legal cases.

  • Act as the Council’s principal technical licensing expert on all statutory licensing matters
  • Work in collaboration with internal and external partners and stakeholders to provide an excellent service to customers and safeguard the wellbeing of the local community
  • Lead the strategic development and review of licensing policy and process in a way that supports the Council’s wider aims and objectives, working closely and in partnership with the Licensing management team. 
  • Advise elected politicians, managers and colleagues on the strategic and operational impacts of changes to government legislation and guidance
  • Oversight of complex decisions on licensing sanctions and legal action including appeals and prosecutions. Work with Team Managers to interpret and apply current policy and guidance on challenging cases or where conflict exists
