Government asked to address racing sector concerns
Concern about the Gambling Commission’s forthcoming Financial Risk Assessments (FRAs) and their potential impact on horse racing has been formally raised with government, following a written parliamentary question submitted on 14 July 2026.
The question, published on TheyWorkForYou, asks ministers what assessment has been made of how the Commission’s new financial checks may affect the racing industry. It reflects growing unease among MPs and sector bodies that the checks—designed to identify bettors in financial difficulty—could unintentionally reduce betting participation and weaken racing’s core funding streams.
The intervention comes shortly after the Gambling Commission set out updated material on the rollout of FRAs, including survey findings and regulatory updates. The regulator maintains that the majority of customers will never trigger a check and that assessments will be frictionless, relying on credit reference data rather than intrusive documentation. However, racing organisations argue that even low‑friction checks risk deterring responsible bettors, particularly those who wager intermittently at higher stakes.
The Culture, Media and Sport Committee has also pressed the Commission for clarity on the evidence base behind FRAs and questioned why racing is not represented in the implementation groups overseeing delivery. Industry bodies have repeatedly warned that the checks could undermine racing’s economic model, which is heavily dependent on betting turnover.
Ministers have yet to publish a response to the parliamentary question, but the issue is now firmly on the Government’s agenda as the Commission continues its staged implementation and racing organisations seek greater transparency and involvement.
