Minister sets out next steps for establishing new East and West Surrey councils
The Minister of State for Local Government and Homelessness has written to the newly elected leaders of East Surrey Council and West Surrey Council, congratulating them on their election and outlining the actions now required to ensure both new authorities are ready to go live on 1 April 2027.
The letter, published on 20 May 2026, signals the start of the formal transition period following the Government’s decision to reorganise local government in Surrey into two new unitary councils. The Minister thanks the leaders for stepping into their roles at what he describes as a “critical moment” and stresses the importance of maintaining momentum over the coming year.
The Minister sets out a series of next steps that the new councils must now take. These include establishing senior leadership teams and governance arrangements, developing detailed implementation plans for transferring services, staff and assets, and preparing the councils’ first budgets for 2027/28. The letter emphasises the need for clear milestones and strong programme management to ensure both authorities are legally and operationally ready for vesting day.
The Minister also highlights the importance of collaboration between East and West Surrey, particularly on services that currently operate countywide. He notes that continuity for residents must remain the priority and asks both councils to work closely with the Surrey Structural Reform Joint Committee, which will oversee the technical aspects of reorganisation.
In setting out “the next steps to deliver reorganisation in the area”, the letter confirms that the Government expects regular progress reporting, early identification of risks, and proactive engagement with the Department for Levelling Up, Housing and Communities. The Minister adds that while the Government will continue to provide guidance, responsibility for delivering a smooth transition now rests with the newly elected leaders and their teams.
