SIA outlines progress on Martyn’s Law as consultation on new statutory guidance opens

Published on 8 May 2026, the update marks the ninth anniversary of the Manchester Arena attack and sets out how the SIA is progressing work to establish its regulatory function under the Terrorism (Protection of Premises) Act 2025. Executive Director for Martyn’s Law, Laura Gibb, said the organisation remains focused on ensuring that those affected by the attack “remain at the heart” of its work.

Consultation on draft section 12 guidance opens

The SIA has launched a public consultation on its draft section 12 statutory guidance, which explains how the regulator intends to use its powers once Martyn’s Law comes into force. The consultation runs until Friday 12 June 2026 and is open to all individuals and organisations with an interest in the legislation.

The draft guidance was published on the same day as the Home Office’s section 27 statutory guidance, enabling duty holders to review both documents together for a clearer understanding of the Act and its requirements. The Home Office guidance was shaped through extensive engagement with organisations expected to fall within scope.

The SIA is also hosting a series of webinars over the coming weeks to support stakeholders in understanding the proposals and asking questions about the draft guidance.

Recruitment drive for new regulatory roles

A major recruitment campaign is now underway to build the SIA’s Martyn’s Law directorate. Roles are being advertised on Civil Service Jobs, with the regulator seeking candidates with strong judgement, communication skills and regulatory experience.

The SIA is establishing regional inspection teams across the UK and will soon open new premises in Manchester, where its Notifications, Assessment and Casework team will be based.

Testing digital systems ahead of 2027 launch

The regulator is inviting volunteers from premises and events likely to be in scope of Martyn’s Law to help test its new digital portal. This early engagement will allow users to provide feedback before the system goes live in Spring 2027.

The SIA is also working closely with other regulators and industry bodies, drawing on their experience to shape an effective and proportionate regulatory approach.

Call for sector engagement

The SIA is encouraging organisations to respond to the consultation and take part in upcoming engagement opportunities, emphasising that stakeholder input will help shape the final statutory guidance and the wider regulatory framework.
