IoL launches two new videos to support national Primate Licensing campaign
The Institute of Licensing has published two new short videos designed to help local authorities, enforcement teams and partner organisations understand the forthcoming primate licensing requirements and prepare for implementation. The videos form part of the IoL’s wider Primate Licensing campaign, which aims to raise awareness of the new legal framework and support consistent, informed practice across the country.
The new legislation, due to come into force later this year, will introduce a mandatory licensing system for the private keeping of primates. The changes are intended to strengthen welfare protections, improve oversight, and ensure that primates are kept only in environments that meet high welfare standards.
What the new videos cover
The IoL’s latest resources focus on two of the most frequently raised questions from local authorities and stakeholders:
How can local authorities get ready?
This video outlines the practical steps councils can take now to prepare for the new regime. It highlights expected responsibilities, the importance of early planning, and the value of cross‑department collaboration.

This explainer breaks down the legislation itself, summarising the key requirements, the scope of the new licensing system, and what primate keepers will need to demonstrate to comply.

Both videos are designed to be accessible, concise and shareable, making them suitable for internal training, briefing sessions, and wider public engagement.
Supporting a consistent national approach
The IoL’s Primate Licensing campaign brings together guidance, training, and practical tools to help ensure that the new regime is implemented consistently across England.
By releasing these videos early in the rollout period, the IoL aims to give local authorities the confidence and clarity they need to plan effectively and communicate the changes to residents and stakeholders.
