Government non‑committal on licensing of domestic rescue and rehoming organisations

The Government has declined to set out a timetable for its long‑awaited consultation on the licensing, regulation and inspection of domestic rescue and rehoming organisations in England, prompting renewed concern from welfare groups and parliamentarians. The issue was raised in a written question by Lee Anderson MP, who asked when the Department for Environment, Food and Rural Affairs (Defra) planned to publish the consultation. In response, Animal Welfare Minister Angela Eagle stated only that the Government’s Animal Welfare Strategy “sets out Government priorities until 2030” and that “next steps on the consultation will be announced in due course.”

Domestic rescue and rehoming organisations play a central role in safeguarding companion animals, particularly as pressures on households and veterinary services continue to rise. Unlike commercial breeders and sellers, many of these organisations currently operate without a specific licensing framework. Welfare charities have long argued that consistent standards, inspection powers and clear regulatory expectations are essential to protect animals, ensure public confidence and support responsible operators.

The Government has previously signalled an intention to explore licensing as part of its broader Animal Welfare Strategy, which outlines priorities through to 2030. However, without a published consultation or indicative timetable, stakeholders remain uncertain about the scope, requirements and enforcement mechanisms that may eventually be proposed.
