Government issues further guidance on Pubs and Live Music Venue Relief
The Government has issued updated guidance to local authorities on administering Pubs and Live Music Venue Relief, building on earlier clarification sent to councils after concerns emerged about inconsistent interpretation of the rules. The new guidance, published on GOV.UK, aims to ensure the relief is applied fairly and in line with the scheme’s intended purpose.
The initial clarification letter—reported by the Institute of Licensing—responded to questions from councils about mixed‑use premises, such as pubs that also host live music or venues that operate differently at various times of day. The Government stressed that the relief is designed to support community pubs and grassroots live music venues, not late‑night entertainment venues or businesses whose primary function falls outside the scheme’s scope. Councils were reminded to consider the primary use of each premises and to distinguish pubs and music venues from nightclubs or general bars.
The newly published guidance reinforces these principles and provides a more formal framework for decision‑making. It emphasises the need for consistent application across local authorities, encouraging councils to assess eligibility transparently and in line with the scheme’s cultural and community objectives. Although the document does not introduce new criteria, it consolidates expectations around identifying qualifying premises, handling mixed‑use operations, and ensuring decisions reflect the spirit of the relief.
Local authorities are also reminded of their administrative responsibilities, including accurate application of reliefs, compliance with subsidy control rules, and appropriate reporting. The guidance forms part of the Government’s wider effort to support high‑street vitality and protect cultural infrastructure at a time when many pubs and small venues face significant financial pressures.
