NPCC / College of Policing Brief on the national lockdown regulations and enforcement Published Date: 06/01/2021

The latest briefing pack covers the Health Protection (Coronavirus, Restrictions) (All Tiers) (England) Regulations 2020 as amended by the Health Protection (Coronavirus, Restrictions) (No.3) and (All Tiers) (England) (Amendment) Regulations 2020.

The amendments came into force on 6 January 2021, and the briefing covers the restrictions and requirements for the Tier 4 areas along with the changes made by the government in relation to the new national lockdown and advice to stay at home.

In relation to police and local authority enforcement, the guidance sets out the role of the police in leading on enforcement in relation to breaches of requirements placed on individuals in particular restrictions on movement and restrictions on gatherings.

The brief indicates a firmer approach stating that while officers should continue to engage members of the public and explain changes while offering encouragement to comply if necessary, enforcement can follow without repeated attempts to encourage compliance if the individual or group do not respond appropriately.
