Taxi “panic switches” set to be permitted in taxis
South Staffordshire Council has approved a new policy allowing taxi drivers and passengers to activate audio recording inside cabs using a panic switch2. This decision follows a series of high-profile assaults on taxi drivers, including the manslaughter of Wolverhampton driver Anakh Singh in 2022 and the murder of Mohammed Istakhar in Solihull later that year.
A public consultation conducted between November and December 2024 showed strong support for the measure, with 92% of respondents backing panic-switch audio recording and 96% believing it would better protect drivers. The policy does not make audio recording mandatory, but taxi drivers can choose to install the equipment if they wish.
To safeguard privacy, the system will feature a switch accessible to both drivers and passengers, ensuring that either party can activate recording when needed2. Some concerns were raised during the consultation, including whether activating a panic switch in front of an aggressive passenger could escalate the situation. However, the council concluded that the overall safety benefits outweigh the risks.
Drivers who install an audio-capable system must provide a certificate of installation and link it to their vehicle’s licensing record. Failure to comply could lead to a review of the driver’s licence. The policy aligns with Department for Transport guidance and ensures compliance with data protection laws.
