Gambling Commission sets out new financial checks, survey findings and regulatory updates

The Gambling Commission has outlined a series of regulatory developments in its latest fortnightly update, including the phased introduction of Financial Risk Assessments, new national survey data, and an upcoming licence condition affecting gaming machines. The regulator has also confirmed a new appointment to its Lived Experience Advisory Panel.

The Commission will begin rolling out Financial Risk Assessments (FRAs) in stages, aiming to better identify customers experiencing financial difficulties and to support more consistent operator processes. Helen Rhodes, Director of Major Policy Projects and Evaluation, has published a detailed blog addressing common questions about how FRAs will work in practice.

The third annual Gambling Survey for Great Britain has also been released, providing official statistics covering gambling participation, behaviours, attitudes and harms from 2023 to 2025. Delivered by the National Centre for Social Research and the University of Glasgow, the survey remains one of the largest of its kind, with around 20,000 respondents each year. Operators are reminded of an upcoming change to the Licence Conditions and Codes of Practice (LCCP). From 29 July 2026, non-remote operators will be required to remove non‑compliant gaming machines from their premises once formally notified by the Commission. The measure follows a consultation concluded earlier this year, with the final wording of Licence Condition 18.1.1 published in January.

The Commission has also announced that Matt Losing will become the new Chair of the Lived Experience Advisory Panel (LEAP) later this summer. Losing, who has served on the panel for two years, was nominated by fellow members and will succeed outgoing Co‑Chairs Sue Cox and Leon Green. He said he looked forward to ensuring the panel continues to provide “valuable insight and constructive challenge” to support the Commission’s work.
