Job Description: City of York Council are seeking to recruit an experienced, enthusiastic and reliable person to join our busy Licensing Team as a licensing officer. The successful candidate will be experienced in dealing with a number of different licensing functions from alcohol to gambling, taxis and animal welfare (this post predominantly deals with taxis). The key responsibilities include:

  • Dealing with customers on a daily basis, which includes solicitors, licence holders, councillors and the public to provide advice and information.
  • Processing complex applications as well as issuing licences, and carrying out enforcement work, some of which can be outside of normal working hours.

A knowledge of local authority licensing is a must, along with excellent communication skills and experience of dealing with confrontation.  We are looking for an individual who can demonstrate:

  • Good computer literacy skills with experience of maintaining accurate and detailed records within computerised databases.
  • The ability to maintain accuracy, when working under pressure is essential.

The role also requires the candidate to help support and train other members of the team. As this role is public facing, applicants will need to demonstrate, at interview, their competency to converse and provide advice and guidance to members of the public, in spoken English to CEFR level C2: Can express him/herself spontaneously at length with a natural conversational flow, avoiding or backtracking around any difficulty so smoothly that the person with whom they are conversing is hardly aware of it.

The duties of this post require the postholder to undertake a basic Criminal Record check (unspent convictions only) via the Disclosure and Barring Service.
