Licensing Enforcement Officer - North Norfolk District Council Closing Date: 03/05/2022

We are looking for an experienced and dedicated licensing professional to join our busy licensing team here at the North Norfolk District Council.

This role will involve the enforcement of the full range of licensing legislation including the Licensing Act 2003, Gambling Act 2005 and legislation regulating the licensing of hackney carriage and private hire drivers, vehicles and operators as well as animal welfare, street trading, skin piercers and scrap metal.

You will deal with licence applications, conduct compliance checks and inspections, and carry out operations to enforce the legislation as required, including outside of normal office hours. You will also carry out joint operations with other service units of the Council and/or external enforcement agencies such as Norfolk Police.

You will investigate alleged offences under the legislation up to and including preparing prosecution reports and giving evidence in court. You will also prepare and present reports at licensing hearings. You will need excellent communication skills, be a team player able to work with a range of partners and be able to plan and carry out your own workload.

Applicants should be in possession of a recognised professional qualification related to local authority licensing or regulatory enforcement function. Ideally, you should have a minimum of 12 months’ direct experience of working in a local authority licensing service or similar regulatory enforcement service and have a proven record of investigating an allegation or complex complaint from initial receipt through to a successful resolution. We will also welcome applications from those with relevant experience in Local Authority Licensing or other areas of Enforcement.
