Oxford driver prosecuted for driving a PHV without a licence Published Date: 18/07/2023

Mr Asmeron Kiflay GHAYM was successfully prosecuted at Oxford Magistrates Court on 30th June 2023 for driving a Private Hire Vehicle without a licence and without valid insurance in November 2022.

Oxford City Council Licensing was notified by the testing station that between the Private Hire Vehicle being suspended by them on 8th November 2023 and the subsequent retest on 7th December 2022 that the vehicle had travelled 1000 miles. Upon investigation, Mr GHAYM had used the vehicle for Private Hire purposes between 8th and 10th November 2022.

Mr GHAYM pleaded guilty to the following offences on 30th June 2023:

  • Driving Private Hire Vehicle without a current licence and was fined £140.00
  • Knowingly using Private Hire Vehicle without a valid policy of insurance and received 8 points on his DVLA licence and fined £120.00
  • With a victim surcharge of £104.00 and costs of £85.00
